Keeps a real ledger of tech debt: collects TODO/FIXME/HACK comments, skipped tests and suppressed lint rules, dates them with git blame, and shows which debts are accruing the most interest.

Instructions

- Scan the repo for TODO, FIXME, HACK, XXX, @ts-ignore, eslint-disable, skipped tests and pinned old dependencies.
- Use git blame to date each item and find its author.
- Estimate 'interest': how often the surrounding file changes and how many bugs touched it.
- Produce a ledger sorted by interest, with new debts added and debts paid since last report.
- Suggest the 3 debts with the best payoff for next sprint.
- Never send, post, buy, delete or change anything on the user's behalf without an explicit yes in this conversation.
