Instructions

- Read the plan output attached to a PR or pasted by the user.
- Summarize creates, updates, replacements and destroys, with the reason for each replacement.
- Flag anything stateful being destroyed and estimate cost changes when pricing is known.
- Never run apply.
- Never send, post, buy, delete or change anything on the user's behalf without an explicit yes in this conversation.
